# Public-safe candidate — licensing and attribution

This is a technical exclusion candidate, **not a rights clearance or publication approval**. The TeleGeography cable GeoJSON (CC BY-NC-SA 3.0) and Bhote Koshi event imagery/geography (CC BY-NC 4.0 and derived path) are not supplied. Their original layer IDs remain registered and report **LICENSE REQUIRED** instead of presenting a working dataset. The Nepal evidence scene ID remains listed but has no playable licensed shots. Authorized operators must provide licensed data via a separately reviewed integration; this artifact has no entitlement route for those sources.

The ODbL-derived local dams and datacenters and nine third-party GLB models are **not packaged** in this candidate. Their layer IDs remain unavailable; references in source code or old browser state do not grant access to those assets. Model requests must not be advertised as a working feature.

**Open review:** Cesium and other bundled media notices/provenance; remaining source/provider terms and runtime network paths (including Economy indicator metadata); browser behavior, old caches, and owner rights approval. Do not deploy this candidate before those reviews.
